ON that particular day, Monday January 12, 2004, several Customs & Excise officials at Surabaya's Tanjung Perak port had smiles on their faces. They had `hooked' a really big fish. A ship that had just arrived from Hong Kong, had on board a container with two printing presses. According to the import documentation, these were both new. However, following an inspection, the officials discovered that both the printing presses were in fact sec
