The Fact-Finding Team in the Munir case was able to find a number of important facts, but its authority was limited from early on.

THE composition of its membership was very broad. The 14 members hailed from non-government institutions, the police, the public prosecutors office, and the Department of Foreign Affairs. This independent group had been formed by President Susilo Bambang Yudhoyono (SBY). It was called a Fact-Finding Team (TPF) in the case of Munirs death, and its assignment was clear: find out who killed Munir.
