IN 1998, Indonesia prided itself in being one of a few Asian countries that succeeded in implementing reform. But events in Singapore and Batam last week brought back vivid memories of the authoritarianism of the New Order regime. No less a personage than the President of the World Bank, Paul Wolfowitz, used the word authoritarianism in connection with the banning of activistsincluding Indonesian activistsfrom entering Singapore.

It so happens th
