Regional autonomy is like a proverbial saying, "buy a pig in a poke". People in the regions enthusiastically welcome the presence of the `pig', although its very shape is not clear yet. Meanwhile, those in the central government who had offered the `pig', have still not thrown the `poke' wide open yet. They still fuss, giving the impression of dragging their feet.
