Memorandum II and the Military
Neutrality appears to be the most appropriate stand the Military/Police representatives can take in the House of Representatives' debate on whether or not to issue a second memorandum of censure against President Abdurrahman Wahid.

On the eve of the House of Representatives (DPR) plenary session set for early this week, DPR's Military/Police suddenly replaced nine of its members. Whether this move is related to the debate on the second memorandum of censure for President Abdurrahman is open to question. At the time of going to print the Military headquarters denied any such link, but the denial did little to sway public opinion from seeing a political motive behind the move.
