INCREASING the number of provinces in Papua is the wrong recipe to resolve the problems in that region. Without participation from local Papuans, this plan will only add to the problems and trigger further conflict. The central government should cancel this plan and use a humanitarian approach to bring peace to Indonesia's easternmost region.
