THE fundamental problem in the drawing up of the Health Bill using the omnibus method is the centralization of power. In the same way that the Job Creation Law drew all of the authority of various institutions under the central government, the omnibus Health Law places all matters related to health under the control of the ministry of health.

The health ministry will, among other things, have the authority to set the standards for the training o
