If only one or two members of the House of Representatives (DPR) are involved in a corruption scandal, and on only one occasion, we may say that some members of the DPR are immoral. But if quite a few DPR representatives are involved in bribery, and it has happened often enough to become a habit, we should say that the DPR is rotten.

The smell of decay was apparent when Meilono Soewondo and Indira Damayanti Sugondo, two representatives from
