The Paniai Lake shore slowly came alive that late October morning with the muffled clamor from dozens of people calling out to one another. The crowd swarming around the port then flocked onto a boat moored at the shore. They seemed to be fixated on a spot on the hillside across the shore.

"There's a church inauguration ceremony over there," said Yulius Yogi, 48, head of the tourism, art and culture department of Paniai Regency in Papua, pointing at
