It is evident that funds corrupted from the Hambalang project flowed in many directions, from officials of the Sports Ministry to people close to the center of power. Bribes continued to be paid out even after the contract was signed.

The subject of two Ani's at the Finance Ministry came up for discussion among five people meeting at Senayan Cafe of Hotel Atlet Century Park, in early June 2010: "Big Ani" and "Little Ani". Big Ani was a reference to then-Finance Minister Sri Mulyani Indrawati, who at that time had just been replaced by Agus Martowardojo. Little Ani was a nickname for Deputy Finance Minister Anny Ratnawati, who still doubled as the Director-General of Budgets.
