IN the past four years, Sunarsono’s tobacco plantation already has a buyer, even before harvest time. This farmer from the Kembang village in Bondowoso Regency, East Java, has a contract with Sadhana Arifnusa. He has a quota to deliver two tons of tobacco leaves to the company.

Sadhana Arifnusa is one of the businesses which channel tobacco from farmers to cigarette giant HM Sampoerna. In Bondowoso, this company has set up a tobacco warehouse
