Bondan Gunawan could only shake his head after leaving his office at the State Secretariat in June last year. He was at a loss as to why his official car, a Daihatsu Hiline, wasn't listed in the state inventory. Imagine if Bondan, the former state treasurer, had decided to take advantage of the blunder.
