Kuntoro, 58, is Aceh's new `authority.' Through Presidential Decree 58/M 2005, he has been entrusted with heading an institution that controls the reconstruction and rehabilitation of a land devastated by an earthquake and a gigantic tidal wave. The agency he leads was formed on the basis of a Government Regulation in lieu of a law, the legal umbrella legitimizing his scope of work. He's been put in charge of Rp 46.1 trillion to rebuild Aceh.
