MUHAYAR, a member of Commission D of the Jakarta Council, representing the Justice Party (PK), was completely taken aback when he received Rp52 million in cash from a council member. His airfare and accommodation paid for, the money was his stipend for a 10-day comparative study trip to Cape Town, South Africa. Usually the travel allowance would be a quarter of the amount he received.
