EVEN before the Health Bill was debated in the House of Representatives (DPR), Hasbullah Thabrany had appealed to Health Minister Budi Gunadi Sadikin early this year. The Chairman of the National Tobacco Control Commission requested Budi to impose tighter control on cigarette consumption and prohibit tobacco product advertisements, including the regulation of tobacco products in the Health Bill.
