IN a democracy, people are free to set up any organization they like. There are constitutional guarantees of the rights to assemble and associate. The problem is that this freedom is often abused. Rather than just expressing their views, some organizations often force their wishes on others. Sometimes they take the law into their own hands and commit acts of violence, actions that contradict democratic norms.
