THE repeated closing of the Ulujami-Bumi Serpong Damai toll road by demonstrators is causing major problems for people who regularly use the toll road. These consumers, who according to Government Regulation 15/2005 on Toll Roads have the right to a minimum level of service, can only complain and curse. The traffic jams, which at times stretch up to 3 kilometers as a result of the blockade, cannot be tolerated.
