Better, but Still Inadequate

BUGGING is a normal activity for a state intelligence agency. This is why, in a democracy, this easily abused power must be tightly regulated. For example, approval from a court should be required before wire-tapping is carried out and its extension must be subjected to an oversight committee in the legislature.
Unfortunately, these normal security standards have not been included in the state Intelligence Bill currently being debated by members
