The combining of two leadership positions in Batam will not solve the problem. It has the potential to foster conflicts of interest.

Appointing the mayor as ex-officio head of the Batam Business Council is not the right solution to the overlapping of authority in the region. The initiative from the central government to put an end to dualism in the industrial region will simply provide regional officials with an opportunity to hand out projects without rigorous selection procedures. One captain for two different ships has the potential to give rise to rent seekers.
