Similar as happened in Aceh, it has been difficult to implement a humanitarian pause in Papua. The conflicting parties need to create wider space for dialogue.

Long before the signing of a memorandum of understanding for a humanitarian pause in Papua, a similar mechanism to deal with the victims of conflict was attempted in Aceh. A year after Suharto’s New Order government fell, in 1999, President Abdurrahman Wahid made efforts to implement a humanitarian pause as effort to find a peaceful resolution.
