THE Indonesian Village Administration Association (Apdesi) is practicing out in the open the kind of clientelism that usually takes place behind closed doors. The organization of village heads has demanded from the State Palace and the House of Representatives (DPR) an increase in the allocation of village funds to one tenth of the total state budget.

Apdesi’s demand seemed excessive from the outset. In their initial protest rally in Janua
