PRATIKNO was not initially President Joko Widodo’s first choice for the position of Minister of State Secretary. According to several sources, Jokowi initially wanted Cornelis Lay, a professor at the Faculty of Social and Political Sciences at Gadjah Mada University (UGM), Yogyakarta, to occupy that position. Cornelis brought Pratikno to Jokowi before the 2005 Solo mayoral election.
