THE satirical comment that if something is difficult, why make it easy seems to be an accurate portrayal of our rail transportation service. Instead of immediately providing electric trains to transport the growing number of passengers, the government is busying itself with regulations. As a result, the import of used trains from Japan has not gone ahead, and the domestic industry is still unable to provide railroad coaches.
