DEWI Kartika, Secretary-General of the Agrarian Reform Consortium (KPA), gives poor marks to the Joko Widodo administration, which she sees as failed to implement the agrarian reforms agenda. Her assessment only gets worse, as the administration is also deemed to have failed to resolve agrarian disputes.
